A cooldown is a keyword property of skills. Skills with cooldowns cannot be used unless a cooldown is available. Once spent, a cooldown recovers over time.

Mechanics

A cooldown is fundamentally a timer that prevents the use or trigger of a skill. Other time-based effects or limitations (e.g. Cast while Channelling SupportCast while Channelling SupportSupport, Channelling, Spell, Trigger

Skills can have a cooldown naturally, or can be granted one by support gems or items. Support gems or items do not have cooldowns themselves: the active skills they modify do.[2] Instant skills always have a cooldown.[3]

Skills can only have one type of cooldown.[4][5] Skills that already have a cooldown can only be given a different type if the new cooldown is longer. This should be not be confused with storing multiple uses of the same cooldown, like Flame DashFlame DashSpell, Movement, Duration, Fire, Travel, Blink

Consuming cooldowns

Cooldown skills that create proxies such as totems, traps, or mines require one cooldown per created object. Unless a skill has multiple cooldowns, only one proxy can be created, regardless of stats that cause skills to summon or throw multiple proxies simultaneously.[8]

  • Totems spawn with the maximum number of stored uses, tracked separately per totem. For example, if your totem skill has 3 stored uses, you will be able to place 3 totems at once, and each totem will be able to immediately use the skill 3 times. (This may be unintended.[9])

Cooldown recovery

Cooldowns typically begin to recover as soon as they are spent, though some skills cannot recover cooldowns during their effect, such as Guard skills, Withering StepWithering StepTravel, AoE, Chaos, Movement, Blink, Spell, Duration

Cooldown recovery time can be changed with modifiers to Cooldown Recovery Rate. Increases to this stat do not reduce cooldown time directly, but rather the effective time that elapses. This can be calculated with the following formula:

For example, 100% increased Cooldown Recovery Rate will cause a 6-second cooldown to be recovered in 3 seconds, not instantly.

If a skill can store multiple cooldowns, only one cooldown recovers at a time. Totems (and other proxies that can use skills multiple times) recover their own cooldowns independently.

Server frames

Skills can only recover a cooldown at the start of a server frame, also referred to as server ticks, each of which has a duration of 33 milliseconds (0.033 seconds). Due to this limitation, cooldowns are effectively always rounded up to a multiple of 33ms. This means that increasing cooldown recovery rate is only meaningful if it lowers a cooldown into an earlier 33ms window. This causes skills to have specific breakpoints of #% increased Cooldown Recovery Rate at which their cooldown is genuinely lowered.

For example, without increases to cooldown recovery rate, a cooldown of 0.150 seconds is effectively a cooldown of 0.165 seconds (5 server frames), because it is too long to fit in 4 server frames (0.132 seconds). You would need to reach the breakpoint of 14% increased Cooldown Recovery Rate to recover the cooldown in 4 frames and have a functional impact on the skill. Exact breakpoints depend on the base cooldown.[10]

Note that triggered skills that can store multiple cooldown uses (e.g. Doom Blast or Shockwave) do not have these breakpoints. They follow a different system and will functionally recover faster with each percentage of increased cooldown recovery rate.[11]

Shared cooldowns

When two skills share a cooldown, using one skill will put the other on cooldown, and both skills will recover at the rate of the skill that was used or triggered.

  • Different skills never share a cooldown, unless they share a cooldown categorically, like Guard skills, Blink skills, or Golems.
  • Identical skills (or their transfigured variants) normally share a cooldown, but may become independent by gaining a different cooldown type.

Whether copies of the same skill share a cooldown or not is determined by three rules:

  • skills can only have one cooldown
  • an existing cooldown can only be replaced by one that's longer (ignoring all recovery rate modifiers and cooldown time overrides)
  • different cooldowns are independent (type, not time)

Each Fireball has its own type of cooldown: Veiled, Spellslinger, and Cast when Damage Taken. Each can trigger and recover independently.[12]

Both Fireball skills share the Veiled cooldown. Only one skill will trigger (determined by the trigger order). The skill that triggered determines cooldown time for both skills.

Both Frost Bomb 1 and Frost Bomb 2 keep their natural cooldown, because the Spellslinger and Cast when Damage Taken cooldowns aren't longer. When Frost Bomb 3 is cast, Frost Bomb 1 and 2 go on cooldown for 2.5 seconds (even if Frost Bomb 1 has a lower cooldown due to Spellslinger's Supported Skills have #% increased Cooldown Recovery Rate).
