This is a Support Gem. It does not grant a bonus to your character, but to skills in sockets connected to it. Place into an item socket connected to a socket containing the Active Skill Gem you wish to augment. Right click to remove from a socket.

Cast on Melee Kill is a support gem. It causes linked spells to trigger when the player kills an enemy with the melee attack portion of a supported melee skill.
Skill functions and interactions
Melee Kill: Spells can only be triggered when enemies are killed by a melee hit. Enemies that are killed from damage over time (applied by a melee hit) will have no effect.[1]
Trigger gem: Cast on Melee Kill shares the same mechanics as other trigger support gems. See Cast When Damage Taken Support for details on cooldown and trigger order.
