Spellslinger is a skill gem that causes linked spells to be triggered when the user fires a projectile from their equipped wand, and adds the wand's damage to the spell. The linked spell reserves mana while active.
Despite the fact that this gem can support another skill gem (as Spellslinger Support), it does not have the Support gem tag, similar to other skill-support hybrid gems.
Reserves mana based on the supported spells to cause those spells to trigger when you fire projectiles from a wand attack.
This Skill's Mana Reservation is the total of the Mana Reservations of Supported Skills and cannot be further modified
As Spellslinger Support:
Supports spell skills that do not reserve mana. Cannot support skills used by totems, traps or mines. Cannot modify the skills of minions.

Lastly, a mana reservation overrides the supported active skill. The active skill part toggles the mana reservation on/off.
The active skill supported by Spellslinger can be triggered when using the basic attack with a wand equipped or while using a wand-based skill with a wand equipped.
You link Spellslinger Support to one or more spell active skill gems like a standard support gem. Those spells become unavailable for normal use.
You have to turn on the active skill part of the Spellslinger gem, which reserves mana to activate the function of the Spellslinger Support part of the gem.
The default mana reservation of the Spellslinger skill itself is 0%. For each active spell linked to it, it reserves an additional (30-25)% mana (or even less), depending on the gem level of Spellslinger. The base reservation value can be seen in the "Spellslinger Support" section of the Spellslinger gem tooltip in-game. If you don't have enough mana available to support all linked spells, the Spellslinger ability will not be available.
Despite the gem's claim that mana reservation cannot be further modified, it can be modified by support gem multipliers and #% increased Mana Reservation Efficiency from passives, items, etc. The wording and cannot be further modified probably serves to prevent double-dipping on aforementioned reservation modifiers: they apply to linked skill gems, not Spellslinger itself, which reserves the sum of linked skill gems' reservations.
While Spellslinger is active and reserving mana, firing a wand projectile triggers every linked spell simultaneously.

Real Cooldown & Cooldown Threshold
Like other cooldowns, Spellslinger's cooldown only recovers at the start of a 33ms server frame, meaning cooldowns are effectively always rounded up to multiples of 33ms.[1] This causes cooldowns to have specific breakpoints.
The thresholds in the table below are meant to be upper limits. If you stay below them, you do not need to increase your trigger rate, though it usually is an efficient DPS upgrade. Going above them is something you must not do. If the attack you use to trigger your spells is just slightly too fast and your spells are still on cooldown, you can lose up to almost half your DPS.
