Damage on Full Life is a support gem that grants more damage made with the supported attacks, but only when the player (or minion) is on full life. Being even one life below the maximum will nullify the effect, unless the player uses something like Life Mastery to lower the threshold for "full life".

Additional Effects From 1-20% Quality:
Grants (0.25-5)% increased Attack SpeedPlace into an item socket of the right colour to gain this skill. Right click to remove from a socket., the player can remain at full life by offsetting the damage with enough regeneration or leech.[1]
Using the keystone Chaos Inoculation will ensure the player is always on full life.
Blood Magic: If the supported skill uses Blood Magic, then using the skill will make the player no longer at full life. However, if the player can recover to full life before the attack skill hits an enemy, then the more Damage will still apply.
When this gem supports a totem, the totem will deal more Damage with attack skills as long as the player, not the totem, has full life.[2]
