Slower expiration rate of effects: Temporal Chains causes duration effects to expire more slowly, including debuffs and Brands, but not the duration of the curse itself. For the formula, see expiration rate. At the default 25% slower expiry, effects last 33% longer. At the maximum 75% slower expiry, effects last 300% longer.
Slower expiry rate cap: The slower expiry effect is capped at 75%[2]; the gem's advanced description specifies (Effects cannot be slowed below 25% of their normal expiry rate). This is a global cap, meaning all sources of expiration rate are subject to this limitation.
The slower expiry is affected by modifiers that modify curse effect.
Debuffs that inflict damage over time will expire more slowly. This does not cause damage over time effects to deal less DPS; instead, it effectively acts as a multiplier for the duration of the effect. However, it does not actually modify the duration itself. Instead, in-game time passes more slowly for those effects compared to real time, causing their duration timer to also count down more slowly.[3]
Specifically for poison, although this does not increase the damage per second of a single stack of poison, it does increase the number of poison stacks that can effectively be on a target at one time (as the rate of application is unaffected, but expiration rate is slowed). Due to a lack of a cap for poison stacks, this consequentially increases the overall DPS including all poison stacks at the point where a poison stack would normally wear off.[4]

Temporal Chains is one of the hexcursedebuffs that can be rolled on maps, vaal side area (in spawn weight table known as "secret_area"), Eldritch and Maven's Invitations' arenas (known as "primordial_map" and "maven_map" respectively in spawn weight table) and expedition logbook areas. They all belongs to the same mod domain no.5.
The debuff affects the entire area and cannot be removed, as it would applied back immediately. The character can avoid the curse by having curse immunity or the Unaffected by Curses mod. The base magnitude of the curse debuff is fixed (same as from level 1 skill[6]) :

Alternate quality gems, labyrinth helmet enchantments and unique threshold jewels are all systems that were trying to subtly modify the behaviour of skills. With this expansion these have been combined into a new system called Transfigured Gems that allows us to fully achieve the goal of these three systems, and then some.
Anomalous, Divergent and Phantasmal Quality Gems have been removed from the game. Existing alternate Quality Gems now have the base Quality effect found on the respective Gem.
Many Skill Gems now display their radius in metres in the Gem description.
This does not include Temporal Chains. [Undocumented This change was not documented by any official sources. It was discovered through player testing or datamining.]
Weapon Range displayed on Melee Weapons and other descriptions that use ranges with values now instead use metres. The reminder text for "Close Range" and the description of Presence range in the Character panel also now use metres.
Now has Base duration is (5-8) seconds (previously (5-5.95) seconds).
Now causes Cursed Normal and Magic Enemies have (15-29)% less Action Speed (previously (20-29)%).
Now causes Cursed Rare and Unique Enemies have (9-18)% less Action Speed (previously (10-14)%).
Quality no longer grants (0-10)% increased Effect of Curse. Instead, it grants (0-20)% increased Curse Duration.
Anomalous quality no longer grants Curse has (0-40)% increased Doom gain rate. Instead, it now grants (0-20)% increased Area of Effect.
Fixed a bug introduced in 3.12 where applying Temporal Chains in a way not from a Curse Skill, such as through Curse on Hit modifiers, was incorrectly applying Temporal Chains' 50% less effect on Players to all targets.
Labyrinth Helmet Enchantments that provide increased Effect to a specific Hex now have values of 10% for the Merciless Enchantments (previously 20%), and 15% for the Eternal Enchantments (previously 30%).
All curse skills have been reworked and are now divided into two categories: Hexes and Marks.
Hexes apply a curse in an area and, when manually cast, apply an amount of Doom per second to cursed enemies up to a maximum. Doom increases the effect of the afflicted curse and stacks additively with modifiers to increased Curse effect.
Items which apply a Curse to an enemy (such as the curse-on-hit Ring modifiers) no longer specify a level, and instead have a set magnitude for their values with a fixed amount of Doom, which is overwritten when another source applies a more potent version (similar to Arcane Surge).
Curses applied by casting Temporal Chains now gain 10 Doom per second.
Now gains additional radius as the gem levels, up to +10 at gem level 20 (from +7).
Now gains 1% increased effect of Curse per 2% gem quality (previously caused normal and magic enemies to have 1% less action speed per 2% gem quality).
Now has 50% less effect against players. Previously, it had 40% reduced effect against players. Note that this change means it is multiplicative with sources of increased curse effect.
The total amount that you can slow the expiration of an effect on a character through a time-slowing mechanism (such as Temporal Chains) is now capped at 75% from all sources.

Temporal Chains' slowing effect now applies multiplicatively with Chill's slowing effect. This will result in less of an impact when both are used on the same target.
Mana cost reduced at all levels. Area of effect increases per gem level reduced, but the base area of effect has been increased by 37.5% (from 16 to 22). Duration increases per level slightly modified. The end result is slightly longer duration at level 1 but slightly shorter duration at level 20.
