Hillock, the Blacksmith is one of the 18 Immortal Syndicate members.
Lore
Hillock is the name of the first boss of the entire game, located in The Twilight Strand (Act 1). It is suggested by the in-game dialogues that the Mastermind resurrected the corpse.
Before Hillock was killed by the player character in Act 1, he was a "mindless" zombie already, so apparently after the Mastermind resurrected Hillock, still affects his ability to think.
Before the open beta, the game developer released a lore in their website regarding Hillock, which mentioned he was a blacksmith.[1] Despite the lore is not certain to be still canon and the webpage is not accessible anymore, a map boss that is based on Hillock, The Blacksmith, is named after the occupation. As a resurrected Betrayal enemy, he is known as "Hillock, the Blacksmith".
