Immortal Syndicate
The Immortal Syndicate is a mysterious organization being investigated by Jun Ortoi. The player must neutralize the Syndicate members residing in the zone, then interrogate them for intelligence on their stronghold and leader, or bargain with them in different ways. Syndicate members can drop veiled items, and strongholds can contain various rewards depending on the position and rank of members, including scarabs.
Mechanics
Members
The Immortal Syndicate consists of the Syndicate Mastermind and a roster consisting of up to 14 of 17 other members, who are encountered in maps if the Immortal Syndicate has spawned on the map. Players will encounter members at random. They will appear on the minimap and may be guarding a Transport (), Fortification (), Research () or portal to the player and attempt to assasinate them (Intervention).

Gravicius will never appear on the very first Syndicate Board in new leagues. Rin only joins the Syndicate as a potential option after the player reaches Maps.
Investigation Board

Each known Syndicate member on the board will display the following: Rank, Task, and Syndicate Gear.
Ranks are indicated by the number of stars on the top right, going up to 3 stars (Sergeant -> Lieutenant -> Captain). Higher-ranked members grant better rewards, hinted at by their tasks, but also equip more Syndicate Gear that make them more difficult. Executing a member raises their rank, while interrogating them lowers it. A member must be assigned to a division to have a rank and have their reward appear at the safehouse. If a member's rank falls to 0, they will become unassigned. Each division can have up to 5 members (including the leader), with a minimum of 2.
The board also shows the relationship between Syndicate members. Trusted members (green lines) are more likely to assist each other in combat, while rivals (red lines) are more likely to attack or betray them instead.
Each division has a leader. Leaders do not appear as primary targets and will only appear to help or hinder another member. If the leader is interrogated or their rank is lowered to 0, one of their subordinates in that division (or an unassigned member if no subordinates exist) with the highest rank will become the new leader.
Encounter
The Immortal Syndicate is divided into four divisions: Transportation, Fortification, Research, and Intervention. One random division can be encountered in an area in the campaign starting from Act 9; in maps, the player can encounter up to three (either Transportation or Fortification, and guaranteed Research and Intervention). If multiple events exist in an area, the active event must be completed to begin the next one.
- Transportation: Begins when the player approaches the caravan. An assigned Syndicate member escorts a caravan along a fixed path towards an exit gate. Defeat the member to complete. Reinforcements will run away after the assigned member is defeated.
- Fortification: Begins when the player approaches the fort. Destroy the gate and defeat the assigned member to complete. The fort can contain projectile turrets and killable healing totems. Reinforcements will run away after any member is defeated.
- Research: Begins when the player goes through the stairs to the underground laboratory. Rare scientist enemies will attempt to destroy evidence over a period of time; defeating them will slow down the time limit. Defeat the member within the time limit to complete. Reinforcements will run away after any member is defeated.
- Intervention: Begins randomly, typically while the player is already in combat. The member and reinforcements will aggressively chase the player, attempting to kill them. Defeat the member to complete. Reinforcements will run away after any member is defeated.
Once all members of an event have been defeated or successfully escaped, defeated members can be handled in one of three presented options. One of these options is always to release the member (middle button); this results in no change to the board state but still causes the member to provide default loot and experience. If multiple members are present, the options may change depending on their order of interaction and relationships with other members
The other two options consist of "Interrogate" and one other option. The possible options are as follows:
- Interrogate: Imprison the member and gather intelligence for the current division's safehouse based on their rank over the next three events. While being interrogated, they cannot appear or reinforce other members while being interrogated. Interrogating lowers the rank of the member when they are released, and will leave them unassigned if their rank is lowered to 0. Interrogating the division leader immediately removes them from leadership and promotes another random subordinate (or an unassigned member if there are no subordinates) to leader. Up to 3 members can be interrogated at once; interrogating a fourth will immediately release the least-recently interrogated member without granting pending intelligence. This option is always available (outside of safehouses).
- Execute: Kill the member and raise their rank. If their rank was zero at the time, they will be assigned to the division of whoever they were reinforcing currently. The member gains a new Syndicate Gear item if they have fewer than three. If there are three or downed members, all of them will offer the Execute option. This is the only available option to take against the leader in a safehouse.
- Betray: Sabotage another member in some way and become rivals with them. This option is only available while there are two members and they are not already rivals. The two remaining members are very likely to offer "Betray" as an option if they have a "trusted" relationship.
- Bargain: Gain a reward of some kind. This option only shows up when only one member is present.
Outcomes
The following outcomes are possible from Bargain:
- Gain Intelligence on a division
- Recruit an unranked member; raises their rank, adds them to their division, and becomes Trusted with them
- Switch divisions with another member (of the same rank)
- Leave the Immortal Syndicate; they will be replaced with someone else
- Immediately complete all interrogations: remaining Intelligence is gained, prisoners are released, and their ranks are reduced by 1
- Destroy all items (Syndicate Gear) on members in their division
- Gain Intelligence and become Neutral with a Rival
- Remove all rivalries from all members on the same division
- Drop veiled items, scarabs, a stack of currency, a random unique item, or a map.
The following outcomes are possible from Betray:
- Gain Intelligence on another division
- Steal ranks from another member while removing the rank of that member
- Become the new leader of a division
- Remove another member from the Immortal Syndicate; they will be replaced with someone else
- Destroy all items (Syndicate Gear) on members of another division
- Raise rank of all members of their division and lower rank of another
Syndicate gear
Syndicate members gain a random piece of Syndicate Gear (also referred to as Equipment) when they are Executed which grant them additional combat stats or skills. These are displayed on the Investigation Board interface.
The same Syndicate Gear cannot be attached to multiple members at the same time, and a member cannot have multiple gear of the same type. The maximum number of carried gear is three. Players cannot obtain these gear as they are not real items.
Syndicate Gear can be destroyed as a Betray or Bargain option.
Rewards
Syndicate Safehouse

Once intelligence in a division reaches 100%, you can raid their safehouse. Talk to Jun in the hideout to open 6 portals to a safehouse. If the player does not raid the safehouse after reaching 100% intelligence, the intelligence will drop down to 90%. The safehouse's area level will be equal to the highest level Syndicate encounter you've completed for that specific division.
When raiding a Syndicate Safehouse, the Safehouse leader and all of his or her subordinates will defend it. Once they are defeated, the player can Execute the leader; all other members will flee. Afterwards, the 'living quarters' are unlocked. The 'living quarters' consist of up to 5 rooms that contain rewards or crafting benches that correspond to the members, their ranks, and the division of that safehouse. They can contain a Syndicate Crafting Bench that allows for a crafting spree with a pre-generated item or the player's own for a limited time, or a "Trapped chest" that provides a selection of items which only one item can be removed within a time limit. The notes on the Syndicate interface provide hints on what reward can be expected. These rewards are further described below.

League merge
When a league is merged with different Betrayal board states (e.g. a temporary league merge into permanent league), the higher intelligence value of each division between the two leagues is kept. Other aspects of the Immortal Syndicate, including the members, their divisions, and their ranks, retain their state in the parent league.
Ruthless mode
There are many differences to safehouse loot with Ruthless mode enabled. Generally speaking, looting safehouses in Ruthless mode provides more ways to obtain pieces of equipment for specific slots, but is much less generous with currency items and crafting options.
