The Rogue Harbour is a town from the Heist league. The portal to the area can only be opened by using a Rogue's Marker in town (except The Rogue Harbour itself) or hideout.

In the town, the player can find Rogues to hire for Heists and Grand Heists.

3.12.2b	The Rogue Harbour is now a private area which only you and your party members can access. Fixed a bug introduced in 3.12.2b where Prophecies were able to trigger when entering The Rogue Harbour.
3.12.2	After completing The Rogue Harbour quest, you will be placed at the top of the stairs when arriving in The Rogue Harbour. Fixed a bug where, when returning to The Rogue Harbour from a Heist area, you could be placed in a Rogue Harbour instance that did not contain the portal to your Heist area. (In hotfix 1) Exiting a Heist can once again place you in a Rogue Harbour instance that does not contain your Heist Portal. This is a temporary measure to fix an issue introduced in 3.12.2 where players were unable to leave a Heist if the instance that contained their Heist portal was full. We will properly fix this issue in a future patch.
