Tane's Laboratory is an area. This area has a waypoint, a Stash and a way to use the itemised monster organ samples gained from killing Metamorphs in maps where the green bar on the side of the Metamorph creation process has been filled and a Unique Map boss's organ is included.

You first unlock Tane's Laboratory after completing a Metamorph encounter in a map for a first time in Pound of Flesh quest.

You can access Tane's Laboratory through the menu you see when you click on a waypoint or by talking to Tane Octavius himself.
