The Upper Sceptre of God is a zone in Act 3.
This zone has 3 levels which are connected with stairs. The lowest zone is connected to The Sceptre of God.
The highest zone is dedicated to the final fight with Dominus.

Bosses
When you arrives at the top of The Sceptre of God, the final fight begin. There are 4 phases with the following bosses:
Phase 1:
- Imperator Stantinus Bitterblade - Module Error: Too many skills found with q_where = skill.active_skill_name="Cyclone". Please choose only one of the following ids:

LightningWarp - Deals (1-51) to (19-965) Lightning Damage, +(0-0.4) metres to radius, (30-49)% reduced Duration, Can queue up to 50 uses (page).
Non-respawning melee soldiers.
Phase 2:
- Alal the Terrifying - Whipping Miscreation: Physical/chaos version of Module Error: Too many skills found with q_where = skill.active_skill_name="Ethereal Knives". Please choose only one of the following ids:
WraithEtherealKnives - Deals (192-692) to (288-1038) Physical Damage, Deals 15% less Damage, 25% reduced Cast Speed, 25% increased Projectile Speed, Fires 9 additional Projectiles (page)
MonsterEtherealKnives - Deals (24-625) to (36-937) Physical Damage, 20% less Cast Speed, (0-25)% increased Projectile Speed, Fires 9 additional Projectiles (page), Viper Strike, instant poison bomb. - Kali the Crazed - Tentacle Miscreation: Haste aura, gains up to 6 frenzy charges.
- Orcus the Reaver - Miscreation: Slow aura, teleports to target as if using Module Error: Too many skills found with q_where = skill.active_skill_name="Smoke Mine". Please choose only one of the following ids:

MonsterSmokeMineSnakeDexMission - Base duration is (3.00-7.00) seconds, Buff grants (20-50)% increased Movement Speed (page) detonation effect, Module Error: Too many skills found with q_where = skill.active_skill_name="Reave". Please choose only one of the following ids:
WbReaveChaosLeader - (5-30)% chance to gain a Power Charge on Hit, Skills Repeat an additional 3 Times, Deals 25% less Damage, 100% increased Attack Speed, 24% reduced Physical Damage, 80% more Area of Effect for each stage (page)
GemlingReave - 25% increased Attack Speed, 80% more Area of Effect for each stage (page).
A few blue miscreations spawn. Throughout this phase and phase 3 regular miscreations will spawn constantly from the north-west area when you are nearby.
Phase 3:
- Dominus, High Templar - Spawns Chilling Bond totems (chills & deals cold damage over time), teleports leaving a trail of shocking ground, telegraphed point blank AoE slam attack, channels a lightning stream attack, marks you causing miscreations to run up to you and explode if they see you.
Phase 4:
- Dominus, Ascendant - Creates several portals that constantly (but not too quickly) spawn various types of miscreations (including tentacle miscreations). Randomly activates/deactivates rain of blood, which does constant damage through charges of corrupted blood if you aren't in the large bubble he created. Melees, cleave, leap, charge.
