An Orb of Conflict can be used to increase the tier of an Eldritch implicit modifier (Eater of Worlds or Searing Exarch implicits) on a piece of equipment, decreasing the tier of the implicit of the opposite influence. The choice of which implicit is upgraded and which is downgraded is weighted based on the difference in tier of modifiers.
The chance to upgrade a modifier when the tiers are equal (e.g. 3/3) is 50%. Each difference in tier modifies the rate by approximately ±11%, decreasing if the desirable implicit is higher than the other one, and increasing if lower than the other one. For example, a 5/3 item has a ~28% chance to upgrade to 6/2.[1]
