The Wetlands is an area in Act 2. This area has a waypoint and is connected to The Vaal Ruins and The Riverways.
It inhabits Oak's camp, which is on top of a hill near the center. The waypoint is in the western part of the zone, directly infront of the Vaal Ruins entrance. To further progress, one has to obtain the Baleful Gem and Maligaro's Spike from the quest The Root of the Problem.
Bandits live in the Wetlands and emerge from their tents when you approach. A stream with a waterfall runs from the camp down to the river that splits The Riverways and The Wetlands.
