Cobalt Watchstone is a watchstone.

In item filter (and the text copied in-game by using Control + C keybind in PC), it belongs to Atlas Region Upgrade Item item class, despite GGG declared it belongs to Quest Items item class.[1]

It has the green border in-game, just like other quest item .

Item acquisition

Cobalt Watchstone is drop disabled.
