Host Chieftain is a type of ape chieftain. The name "Host" probably refers to the ape has been infested with parasite.
The monster probably an infested Blood Chieftain, which Blood Chieftains are absent in their Act 2 habitat The Southern Forest when the player entered that area in Act 6.
Since Host Chieftain can also be found in the same areas as Stygian Silverback and Carnage Chieftain, Host Chieftain probably an infested variant of those chieftains as well. Despite out of the explanation of "by game design", there is no other in-game lore to explain the change in monster skill that grant Module Error: No skills found with q_where = skill.active_skill_name="Power Charge" instead.
