Host Chieftain is a type of ape chieftain. The name "Host" probably refers to the ape has been infested with parasite.

The monster probably an infested Blood Chieftain, which Blood Chieftains are absent in their habitat The Southern Forest (Act 2) when the player entered the equivariant area in Act 6.

Since Host Chieftain can also be found in the same areas as Stygian Silverback (The Riverways (Act 6)) and Carnage Chieftain (The Ashen Fields, the Act 6 version of The Old Fields), Host Chieftain probably an infested variant of those chieftains as well. Despite out of the explanation of "by game design" and being infested, there is no other in-game lore to explain the change in monster skill that grant Power Charge instead.
