Whakano, the Barber is a NPC located at the Rogue Harbour. He sells Heist contracts and reveals details of Grand Heist blueprints .

Before level 50(?) He sells normal heists for orbs of transmutation and magic heists for orbs of chance
After level 50(?) He sells normal heists for an orb of chance, and magic heists for an orb of alchemy.
He sell 10 heists at a time.
The level of heists he sells max out at level 67
Trivia
His name is Whakano, the Barber, but he cannot give your character a new haircut
He sometimes greet player character with "Tala", which is the same as the removed NPC Haku, Armourmaster. The dialogue also reveals Whakano is a Karui, which Whakano blame the player character killed the Tukohama, Karui God of War.
