The Searing Exarch is an epilogue quest.
Walkthrough
Upon certain stage of mapping, The Envoy on behalf of The Maven will give you a quest item to upgrade the 
Map DeviceMap DeviceHideout ItemCreates an object in your hideout2 Variations
.
Then use the map device to add the influence to tier 9 and then 10 and then 11 . Only the tier 11 map boss is required to kill, which drops a quest invitation Polaric Invitation, to initiate the boss fight against The Black Star.
(In the tier 11 map , The Envoy may give you another quest item Flesh Compass for 
The Eater of Worlds quest.
After the boss fight, spawn The Searing Exarch's influence in a T12+ map.
