The Sceptre of God is the final quest of Act 3. The quest starts when Tower KeyTower KeyGod will only offer the door.
Man must choose whether to open it.
is picked up, which is dropped by Piety in the quest Piety's Pets. Most of the quest events are located in The Sceptre of God and Upper Sceptre of God, which the quest is named after.

Alternatively, talk to Grigor before picking up the key to start the quest.

This quest does not have any rewards, but it is the main quest and prerequisite to reach Act 4.

Version 1: Talk to Grigor first

Do you have Piety's key? No? I heard the Blackguards talk of it. It's the one key to the Sceptre of God, on the northern edge of the Blackguard encampment. Only Piety was permitted to carry it.

Dominus accessed his laboratory at the summit of the tower via a pulley system rigged to the outside wall. That way will be barred to you, and I heard of no-one, not even Piety, going in or coming out of the lower levels.

If you find that key then go with care, exile. I can't imagine what's inside that tower if even Piety and Dominus feared to tread its steps.

Unlock The Sceptre of God

After defeating Piety and acquiring the Tower KeyTower KeyGod will only offer the door.
Man must choose whether to open it.
, you can open the locked door found in the Imperial Gardens. Players can travel to the garden from The Ebony Barracks, usually on the right of the starting area / waypoint.

High Templar Dominus is currently conducting an experiment atop the Sceptre of God. Use Piety's Tower Key to gain access and kill him. The entrance to the tower is located in the Imperial Gardens.

The entrance of The Sceptre of God is located at the top right of the Imperial Gardens and player can just follow the main path to the entrance. However, the area also contains quest objects for side quests The Lord's Labyrinth and A Swig of Hope, as well as the entrance to The Library which contains another side quest. It is recommended to explore the whole area in one go, or skip the side quest as it is unrewarding (A Swig of Hope) or not required for second character (The Lord's Labyrinth and the Library's side quest), and only aim for The Sceptre of God.

Ascend the Sceptre of God

Ascend the Sceptre of God, find Dominus, and kill him.

Enter the Sceptre of God. Fight the way to the top floor and find Dominus. The Sceptre of God has two area instances: the Sceptre of God and The Upper Sceptre of God. There is a waypoint on the top floor of the Sceptre of God area instance.

Dominus is located on the top floor of The Upper Sceptre of God area. When playing the game for the first time, Scion can be encountered in this area in order to unlock her. This action is account wide and not required to unlock her for every new league.

Fight your way to Dominus

Once all 6 unique sidebosses are killed, Dominus is targetable and the main boss fight begins

Talk to Dialla

"

You have killed Dominus, now talk to Dialla atop the Sceptre of God.

Once Dominus is killed, Dialla will appear and opens the exit to The Aqueduct (as well as unlocks the waypoint of Aqueduct without player traveling there). Players can skip talking to her and enter the Aqueduct directly. Dialla will reappear in the Aqueduct and the subsequent town the Highgate.
