Tora, the Culler is one of the 18 Immortal Syndicate members.

Note unlike Facetor's Lens and the respective option of the Divine Font, the crafting bench reward from Tora does not automatically level up gems. So applying this bench to low level gems is a waste.

Signature mod

Items with Tora's signature veiled modifiers are dropped from Tora herself. Unveiling the modifiers also unlocks them as craftable modifiers on the Crafting Bench.

Note that there are similar veiled hybrid modifiers that also have #% chance to cause Bleeding on Hit mod. However, those have % increased Physical Damage as the other part of the hybrid modifiers.

Version history

3.23.0	Tora's Betrayal Fortification Safehouse rewards are now chests of Quality Gems, and her Transportation reward is now a Trapped Stash of Gems.
3.22.0	Stun Immunity has been removed from many Bosses in Path of Exile. This includes but is not limited to Atziri, Argus, The Vaal Omnitect and Betrayal Targets. Some Bosses now have specific skills that cannot be stunned, or cannot be interrupted. Kitava is still unable to be stunned.
3.20.0	Pinnacle bosses, Map bosses, Incursion architects, Betrayal targets, Breachlords and others no longer have 33% or 66% less effect of curses on them respectively.
3.14.0	Modifiers that are unveiled through Jun are now more powerful than before. Previously, when an item was unveiled, the veiled modifier added to the item would be equal to the highest tier modifier available on the Crafting Bench. Now, the modifier being unveiled no longer counts as a crafted modifier and will be stronger than any craftable veiled modifier.
3.9.0	Monster resistances throughout the game have been reviewed and made more consistent. In many cases this has resulted in more resistances on monsters.
3.6.0	Bosses which previously had 60% or 80% less effect of curses on them now have 33% or 66% less effect of curses on them respectively. This includes map bosses, Incursion architects, Betrayal targets, Breachlords, Shaper, Elder and others. In 3.6.0, Jun is introduced in Highgate in Act 9. Thus, Tora now can be encountered from Act 9 onwards only. Several veiled modifiers now have fewer tiers. Low tiers contribute more towards unlocking higher tiers, however it will, on average, take more unveils to unlock the highest tier.
3.5.0	Haku, Elreon, Tora, Catarina, Vagan, Leo and Vorici are no longer Forsaken Masters. In fact, they've disappeared entirely, and we're worried about them. Tora, Master of the Hunt is no longer a master. Tora, the Culler is introduced as enemy NPC. [Undocumented This change was not documented by any official sources.
