Status ailments (such as shock) require an initial hit to determine whether they apply to the enemy. Therefore, the first hit on an ailment-free enemy will apply the shock, and only subsequent hits will leech life.[1]
Applying shocking ground on the enemy can be used to skip the requirement of the first hit.
