Lua error in Module:Item_acquisition at line 423: Item search result unexpectedly has no name.
It is dropped from a reward chest in the Mastermind's Lair (Catarina boss fight) that belongs to Hillock, the Blacksmith, if he is Captain (T3) in Intervention wing of the Syndicate (does not need to be the leader).
Ruthless mode
This item cannot be obtained in leagues with Ruthless mode enabled.

Version history
Prior to the Harvest rework in version 3.19.0, Winged Abyss Scarab could be obtained using a specific harvest crafting option that could be gained from harvesting Vivid Vultures. This harvest crafting option allowed the player to upgrade a scarab, with a chance for it to become Winged.[1]
