Storm Burst is an active skill gem that unleashes orbs of energy while channelling. The orbs jump towards (or if targeting a nearby area, around) the targeted location and deals lightning damage to enemies.

The orbs seem to jump at a 60° angle each time they move. (Needs confirmation)
The orbs deal damage when they are created and when they jump. Orbs jump every 0.4 seconds. Enemies who walk into the orbs while the orbs are stationary do not take damage. (Needs source/confirmation on whether orbs deal damage on creation and whether or not stationary orbs deal damage)
The base duration of each orb is 1.2 seconds, meaning an unmodified Storm Burst can theoretically hit an enemy 4 times per orb while channeling. (Needs confirmation/source, unsure of whether internal cooldown on orb hits exists or not, and needs source on base duration of orbs. Gem not showing duration on wiki. PoB says 1.2 second base duration)
Area of Effect: Modifiers to Area of Effect increase the area of the orb explosions, but do not affect how the orbs jump. [1] This means that modifiers to area will increase the chance of an orb hitting a given target, and therefore the skill's DPS.
Hit Rate: With no modifiers to AoE, the orbs hit a single stationary target approximately ~92% of the time. This can be increased with modifiers to area, reaching an almost 100% hit rate at a total area modifier of +30%. When you stop channelling, all remaining orbs explode, dealing higher damage in a larger area. This explosion deals more damage based on how much duration remains at the point you stop channeling.
Now has a cast time of 0.25 seconds (from 0.65).
Mana cost at gem level 1 is now 2 (was 4).
Mana cost at gem level 20 is now 5 (was 10).
Now deals Physical Damage, and converts 50% of Physical Damage to Lightning Damage.
