Explosions occur sequentially, with a delay between each one. Explosion sequences from different Vortex effects appear to stack: when a Vortex effect explodes from a Frostbolt, other ongoing Vortex effects (that have explosions remaining) also explode from that Frostbolt.[1]
Each Vortex skill effect can only explode from Frostbolts that already existed when that effect was cast or triggered.

If the Frostbolt can Return, it will Return instead of disappear. Projectiles that Return this way cannot be targeted by Vortex of Projection again (nor by Ice Nova of Frostbolts).[2]
