Mechanics

Note that movement debuffs such as Tarred Ground and Vaal Rain of Arrows still apply to the player, since movement speed modifiers are not considered slows. The difference between slows and movement speed effects can be tested by using any skill. For example, chills will reduce attack and cast speed, whereas Tarred ground will allow the player to attack and cast at normal speed.
