Changes from default version

Unlike the original skill, this transfigured version does not create Chilled Ground, cannot Chill, does not have a cooldown, and is no longer instant. Instead, it has a cast time, higher mana cost, and can remove chill from an enemy on hit, dealing more damage with hits based on the chill effect removed. It also lacks the Blink gem tag.
