Empower is a support gem that increases the gem level of supported active skill gems.

Skill function and interactions

Empower is a drop-only gem that doesn't have any effect at level one and can only reach level 3 through regular experience gain. The required experience to reach level 3 is considerably greater than normal gems. Its level cap can be exceeded the same way as other gems.

Empower only affects skill gems (or using item filter terminology: Active Skill Gem), meaning skills granted from items can't be supported by it.
