Queen of the Sands is an optional quest in act 9.

Walkthrough

Visit the Vastiri Desert, and note that you can't get through the sandstorm to the Oasis.

Talk to Sin in Highgate.

Talk to Irasha in Highgate (optional).

Talk to Petarus and Vanja in Highgate. Get the Bottled Storm from them (requires you to have done the Storm Blade side quest).

Go to the Vastiri Desert, and dispel the storm using your Bottled Storm, and enter the Oasis.

Kill Shakari in the Oasis.

Quest Complete - You have killed Sin's corrupted daughter, Shakari, Irasha has rewarded you with 1 Passive Skill Point.

Notes

You can pick up the quest at any time, but you have to complete The_Storm_Blade before being able to talk to Sin.
