Blink Arrow is an attack that fires an arrow, upon reaching the destination you are teleported there and a clone is summoned at your previous location. The clone is a minion that uses your bow and quiver.

Technical complexity of the Skill's Usage
When the skill is cast, the player fires an arrow. The arrow takes time to land, and the player can take damage during the time it take for the arrow to hit the ground.
The frame before the arrow lands, the player will still be in his/her old location. Anything trying to damage the player at that location can do so up to and including this frame.
The next frame, the player is teleported, and is now at the location the arrow landed.
Immediately, anything which could damage the player at the old location but can't at the new one will be unable to damage the player, and vice versa for anything the player come into range of at his/her new position.[1]
If the player is suffering from any ailment that restrict movement or suffers from AoE type of damages (any type except for Chaos) from anytime during the initial phase where the player aim in the sky and shoot his/her arrow, the skill is then stopped and on cooldown (default is 3 secs). This makes the skill useless if the player is surrounded by multiple enemies within melee range and have a low resistance to Stun. Due to this technical difficulty, it's advised to not consider the skill as an escape movement skill, but instead as a movement skill that allow the player to move to a specific position while he/she is still safe.
