Brother Laz, author of the famous Median XL mod for Diablo 2: Lord of Destruction, played a role in the design of Chober Chaber.

The name of the item -- as hinted by the flavor text -- comes from the beginning of Deuteronomy 18:11: "or casts spells, or who is a medium or spiritist or who consults the dead". The first expression, "[one who] casts spells" in Hebrew is חָ֑בֶר וְחֹבֵ֖ר which is transliterated as wə-ḥō-ḇêr ḥā-ḇer.
