Mark is a spell skill. It is a subset of curse skill, which both mark and hex share the same curse cap on a monster (i.e. a monster can have one curse debuff, unless player increase this cap by allocating passive skill or equipped unique item). However, mark has its own maximum cap, which is 1 and currently no way to increase this cap. In addition, only one monster can be marked.
Since mark skill can curse only one target, the skill is designed for single target. Unique monsters of the game usually have less hex effectiveness, but this less effect of the hex curse debuff, does not affect the effectiveness of the Mark's debuff effect.
