Wyrmsign grants Rampage when at maximum Endurance Charges. This can be achieved permanently for example by using items Fragility or Ahn's Heritage to decrease the maximum number of charges while using item modifiers to raise the minimum. The Ascendancy passive skill Conviction of Power also results in this. In this case the "Lose all Endurance Charges when Rampage ends" modifier has no effect. The boots Ralakesh's Impatience can also be used to always guarantee the Rampage effect, while also avoiding the downside of losing charges.
