Since this fractured unique item is drop disabled since the end of the Synthesis league, every Circle of Fear (fractured mod variant) in the permanent leagues would have the legacy mod values in the explicit (if the item has two of the explicit mods that nerfed). The infobox on the right show the item as if drop-enabled or by using Divine OrbDivine OrbStack Size: 20Randomises the values of the random modifiers on an itemRight click this item then left click a magic, rare or unique item to apply it. on the item (which nerf the explicit).
The item cannot have the current version of the mana efficiency mod (Herald of Ice has (30-40)% increased Mana Reservation Efficiency), despite it function the same as the old variant ((40-30)% increased; legacy mod value see above).
The official trade site has not been fixed to make the search filter to work for both versions of the mods, so that there are two filters with the same wording (Herald of Ice has #% increased Mana Reservation Efficiency) but only one of them work for this unique.

The costs and reservations system for skills has been extensively reworked to add new options.....and most modifiers to "Mana reservation" now just affect "reservation" without restriction to either resource. (See Version 3.14.0 § Character Balance for full text)
Circle of Fear is affected by above change: the randomly generated explicit is now worded as "Herald of Ice has #% reduced Reservation". [Undocumented]
If you're lucky, Zana will now offer 5 new unique maps as part of her missions. Each map contains a boss encounter originally from the Synthesis league, and each can drop unique items originally exclusive to that league. Note, you cannot obtain Fractured items, nor will you have any access to the Synthesiser.
As such, fractured version Circle of Fear no longer drop, nor able to upgrade to synthesised variant.
