Rigwald's Crest could only drop from a level 60 or higher Rigwald, the Wolven King. Since the boss is currently not in the game, the only way to get them now is through specific divination cards.

3.11.0	(Undocumented) Rigwald's Crest now trigger Level 10 Summon Spectral Wolf on Kill (from 18). has been significantly changed, and you are now granted added physical damage to attacks. The minions from this skill are now also affected by your modifiers to critical strike chance and critical strike multiplier. In other words, it's a lot better now.
3.5.0	Now correctly displays a 10% chance to summon wolves on kill, rather than a value of 5% that was totally a lie, because it was actually 10%. This is a purely cosmetic change.
2.6.0	Spectral wolves' life increased by 80%.
2.4.1	(Unlisted) 5% chance to summon a Spectral Wolf on Kill has been changed to 5% chance to Cast level 18 Summon Spectral Wolf on Kill.
