Mechanics

• Chill Enemy for 1 second when Hit, reducing their Action Speed by 30% - When hit requires an enemy to hit the character. The chill effect doesn't need cold damage.
• Blind Chilled Enemies on Hit - Character Hits will blind enemies chilled by any source.
• Damage Penetrates 20% Cold Resistance against Chilled Enemies - global cold penetration against enemies chilled by any source. (affects all cold damage except minions)

The Pandemonius has restrictions on where or how it can drop. It cannot be chanced. The Pandemonius has a chance to drop from Tul in the Flawless Breachstone version of encounter.

This item can be transformed with a Blessing of Tul, or as a random boss drop from the Flawless version of Tul, Creeping Avalanche boss fight. The roll of the original item is not carried over to the upgraded item. Since there are two methods to acquire the items, always check the price of "The Pandemonius" and "The Halcyon + Blessing of Tul" .

Version	Changes
3.21.0	Breach Blessings can now be used to upgrade a regular Breachstone into the Flawless version of that Breachstone. Breach Blessings are now rarer as a result. Flawless Breachstone Bosses can no longer drop Breach Blessings or un-upgraded Breach Uniques. They now have a chance to drop upgraded Breach Uniques.
3.1.0	The chilling effect now slows enemies by 30% when you are hit (up from 10%). These changes affect all versions of the item.
