Lore
The name "Smuggler" is routinely mentioned in the Azurite Mine node Smuggler's Stash, which spawns up to 6 rogue exiles as node bosses, as well as in of the name of Tormented Smuggler.
The smugglers became a full faction of its own in the Heist league, which has its own monster types and tilesets: Smuggler's Den and Underbelly. In map players can also found Smuggler's Cache, which drops Contract and Blueprint. The dropped Contracts and Blueprints are not limited to Smuggler's Den and Underbelly tilesets, however.
In Siege of the Atlas, the dev overhauled the Atlas system in which Commander Kirac called this faction as "criminal". He also states that this faction may have ability to access its own map device in order to leave Smuggler's Den in the map (lorewise it is Atlas of Worlds)

while hate still reigns."Give this Contract to Adiyah in the Rogue Harbour to embark on the Heist. uses Smuggler's Den tilesets. However, it is not sure it just coincidence or Friedrich Tarollo in fact one of the leaders of the smugglers.
Underbelly tileset does not have its own unique contract (heist) yet.
Note that the actual name of this faction is not mentioned in-game (except routinely mentioned in the tileset name Smuggler's Den). Commander Kirac also called the faction as "criminal" (non-proper noun). Based on their appearance, they probably the updated version of bandits, or part of unreleased content of Path of Exile 2. Both Smuggler and bandits have some monsters named "Thug".
