Smuggler is a faction in the world of Wraeclast. This faction has its own tilesets Smuggler's Den and Underbelly, which are the locations of a heist or grand heist.

Lore

The name "Smuggler" is routinely mentioned in the Azurite Mine node Smuggler's Stash, which spawns up to 6 rogue exiles as node bosses, as well as in the name of Tormented Smuggler, a type of tormented spirit.

The smugglers became a full faction of its own in the Heist league, which has its own monster types and tilesets: Smuggler's Den and Underbelly. In map, players can also found Smuggler's Cache, which drops Contract and Blueprint. The dropped Contracts and Blueprints are not limited to Smuggler's Den and Underbelly tilesets, however.

In Siege of the Atlas, the dev overhauled the Atlas system in which Commander Kirac called this faction as "criminal". He also states that this faction may have ability to access its own map device in order to leave Smuggler's Den in the map (lore-wise it is the Atlas of Worlds)

Underbelly tileset does not have its own unique contract (heist) yet.

Note that the actual name of this faction is not mentioned in-game (except routinely mentioned in the tileset name Smuggler's Den). Commander Kirac also called the faction as "criminal" (non-proper noun). Based on their appearance, they probably the updated version of bandits, or part of unreleased content of Path of Exile 2. Both Smuggler and bandits have some monsters named "Thug".
