Shaping the Skies is a notable atlas passive skill.
In addition to granting a chance to make Maps drop with a chance for a higher tier, it also provides a chance on map completion for one free use of a random special map crafting option on the map device.

Ruthless mode
This passive has a lower chance to provide higher tier maps in Ruthless mode. Additionally, it no longer grants free map crafting options and causes monsters to have 15% of physical damage gained as lightning.
