After Patch 3.0.0, having 37% chance to block, Shagreen Tower Shield has the highest block chance of any shield. It is possible to achieve these values by utilizing the Unfailing prefix available to armour shields along with a Deafening Essence of Loathing providing an additional 8% suffix block totaling to 11% additional block chance.
