Effect is kind of influence of. Effect could affect many kind of object and could come from many kind of types of sources. Hit (on hit) is not considered as effect because don't have duration.
Characteristic
Effect consist of (have attributes):
- Base damage (base influence of damage/time/etc)
- Duration of time
Mechanics
- active - once activated stay active. It could be deactivated
- temporary - with duration of time
- stacking - stacks base damage(influence of) cumulating effect
Classification
Types by appearance of icon
- Buffs - green border
- Debuffs - red border
- Flask Effects - gold/yellow border
- Charges - blue border
- Skills - blue border, same as charges. Indicate the mechanic of skills as counters/timers/markers/status (IncinerateIncinerateSpell, Fire, Channelling, AoE

Ailments are not the way of inflicting, they are effects already.
Types of effects
Buffs
Buffs have a green border and are shown in one row at the upper left corner. These can originate from skill gems, passive skills and unique items.
Minions and totems also generate icons. They always precede the temporary effects and are separated by a bar.
Debuffs
Debuffs have a red border and are shown in separate row below Buffs / positive effects. These can originate from skill gems, passive skills and unique items.
Flask Effects
All the utility flasks and all the affixes on them can create gold bordered temporary effects. Futhermore certain uniques like Doryani's Invitation grant additional temporary effects while other flasks effects are active. Some unique flasks also grant additional effects like Divination DistillateDivination Distillate
