Mechanics

• Chill Enemy for 1 second when Hit, reducing their Action Speed by 30% - When hit requires an enemy to hit the character. The chill effect doesn't need cold damage.
• Blind Chilled Enemies on Hit - Character Hits will blind enemies chilled by any source.
• Damage Penetrates 20% Cold Resistance against Chilled Enemies - global cold penetration againsts enemies chilled by any source. (affects all cold damage except minions)

The Pandemonius has restrictions on where or how it can drop. It cannot be chanced. The Pandemonius has a chance to drop from Tul in the Flawless Breachstone version of encounter.
