Harbingers in your Maps have 25% chance to be replaced by a powerful Harbinger boss [1]

First Wave (formerly Diplomatic Escort) is an atlas passive skill.

The atlas passive made the Harbinger in your map have a chance to be replaced by a King Harbinger, also known as "Harbinger boss". The small passives prior this notable provide the chance to spawn Harbinger.

Ruthless mode

In Ruthless mode, the chance is reduced to 10%, the small passives prior, also each grant 1% chance to spawn Harbinger, instead of 5%.

3.17.0	Now part of the atlas-wide atlas passive skill tree. Renamed to First Wave, and the chance reduced to 25%, and the wording has clarified as affects your Maps only. (This change probably occurred in 3.17 but the earliest official doc is published in 3.18)
3.16.0	Number of Atlas regions have been halved. Diplomatic Escort is retained as a passive in the reworked Valdo's Rest's passive skill tree. Actual mod wording was changed to (or the wording on previous patch notes is wrong) Harbingers in Areas have 30% chance to be replaced by a powerful Harbinger boss.
3.14.0	Now replaces one Harbinger with a King Harbinger instead of a group of Harbingers.
3.13.0	Introduced to the game as a passive skill in Valdo's Rest Atlas region as Diplomatic Escort, which grant Up to 1 Harbinger in Areas is joined by reinforcements.
