Tempests are area effects that apply buffs to both players and monsters within their area. They appear in the Tempest league. They look like a small whirlwind which appears for 4 seconds then detonates applying their effect within their area. Tempests which give buffs apply it to both players and monsters within the area of effect, with a duration of 10 seconds. Multiple tempest buffs can apply on the one player but their effects do not stack, effectively just refreshing duration. Tempests which cast damaging spells will damage both players and monsters.
Tempests are globally set for each area, and randomised hourly. Not all areas have a tempest each hour, but the chance for spawning one is 50%. Existing instance of an area retain old tempests.
