You have increased Movement Speed from a Champion

Inspirational is a notable Ascendancy passive skill for the Champion that grants increased aura effect and grants the user an aura that provides movement speed to the user and nearby allies. It also causes Banner skills to not reserve mana, recover 40% of its number of stages when recovering the banner, and provides life recovery to the user and nearby allies when placed, based on the number of stages.

The effects of the aura does not stack with another instance of Inspirational from another nearby party member.

3.7.0	Now causes banners you create to gain 40% of the stages of your placed banner (from 20%). You and allies affected by your placed banners now regenerate 0.1% of maximum life per second for each stage (from 0.5%).
3.2.0	Inspirational now also causes your Banner skills to reserve no mana, recover 20% of planted Banner Stages when you cast a banner while you have a banner planted, and causes you and nearby allies to recover 0.5% of maximum life per Banner stage when you plant a banner. It also grants 15% increased effect of Non-Curse Auras from your Skills. No longer grants 30% increased damage to allies.
