Mechanics
Cruelty grants more damage over time with supported skills based on the percent of maximum life removed by a damaging hit. It lasts 4 seconds by default, and has a maximum effect of 40% which is unaffected by modifiers to its effect.[1]
At gem level 20, The Cruelty buff provides 15.85% more damage over time to skills supported by Cruelty when the hit does 0.01% of the monster's ailment threshold and 40% more damage over time to skills supported by Cruelty when the hit does 3.2% of the monster's ailment threshold.[2]

where D is the is the amount of damage caused by a hit, L is the enemy's maximum life, and M is the sum of increases to Cruelty effect.
