You are being granted Tailwind, increasing your Action Speed.

Tailwind is a buff that grants the user 8% increased action speed for 4 seconds.

Mechanics

The buff itself cannot stack, but the effects of Tailwind can be increased by modifiers to Buff Effect, which can currently only be obtained through the use of , or Effect of Tailwind (e.g. Gathering Winds).

Tailwind can exist both as a standalone buff, or as an Aura-like effect from Gathering Winds.
