Vile Bastion is a notable Ascendancy passive skill for the Occultist. It grants flat energy shield regeneration and percentage energy shield regeneration for each enemy killed by you or your minions recently. It also grants immunity to stun while you have any amount of energy shield. Hits that fully deplete energy shield will not stun the player.[1]

Since this passive grants energy shield regeneration, it is not removed by Vaal Pact, unlike life regeneration that is converted with Zealot's Oath.
