Costly Potency is a hybrid buff and debuff. As of version 3.14.0, it is granted from an invulnerable totem that itself spawns from a modifier of the Trials of Chaos.
The status icon of this hybrid is placed in the top row of the screen, the same row as charge, buffs, auras, minions, flask effects, 
Rage and etc.
