You have reduced Life and Energy Shield Recovery Rate. This debuff is removed when you stop being Delirious.

Wasting Touch is a timed debuff that caused by monster with Delirium modifier of the same name. It reduces the player character's life and energy shield recovery rate. It can stack up to 10 times.
