You are gaining less Flask Charges and your Flasks have reduced Effect. This debuff is removed when you stop being Delirious.
Diluting Touch is a timed debuff that caused by monster with Delirium modifier of the same name. The player character gains less flask charge and have reduced flask effect. The debuff can have multiple stack.
