Shield Damage and Block is a basic passive skill.

3.7.0	(not in patch note) Block Chance and Attack Damage with Shield is introduced to the game at a replacement of Block Chance and Physical Attack Damage with Shield basic passive skill in Testudo and Retaliation cluster. (not in patch note) Initially, Shield Damage and Block and Block Chance and Attack Damage with Shield have similar mods with new passive skill node Shield Damage and Block.
